Your letter has, however, been referred to Major General Hutchinson, one of the Inspecting Officers of Department, whose duty it is to inspect all Tramways before they opened for public traffic, that officer reports that, so far as his knowledge goes, the cost of a single line of Tramway unpaved would vary from two thousand pounds to two thousand five hundred pounds per mile, or if paved, from three thousand five hundred pounds to five thousand pounds per mile - the paving being laid between the rails and for eighteen inches outside.
A tramway Engine weighing from 8 to 10 tons may be taken at one thousand pounds; and the cars, according to size, from one hundred and fifty pounds to three hundred pounds - these prices are exclusive of freight.
The Board of Trade would, should you suggest that to some Apply Companies in this country who are at present using mechanical power, and who would, no doubt, be perfectly willing to supply you with the information desired by the Hong Kong Government.
